Dear l'r Williers:
SllBJECT: i:RC EL'LLETitt i0. 68-08: THEftAL STRESSES lti PIP!bG C0hhECTED TO FEAC10R CCOLAl;T SYSTEMS We have reviewtd ycur response dated October TC,1988 to itRC Bulletin E8-08.
This tulletin was concerred with the rotential for high thert:61 stresses to be developed in piping systers connected to the reactor coolant systen of light hdter rt dCtors.
Ycur response f.oted that ycu have coriducted an equivalent revi m cf this issue for fort St. Vrain (FSV) gas ccoled reactor ccolant systen.
Connecting auxiliary pipitig sjsters contain heliut, rather than water. Thesc systas do not have cerditions that sculd lead to high thr:rtal fatigue stresses and therefore to piping failurts. Thus, the conditions addressed by hFC Eulletin 08-08 ore not lilely to occur at FSV.
The staff has reviewed ycur reatens as stated above end firds your response to this NRC Eulletin is acceptable.
Nc fur tter ection on your part is required.

Dear Mr. Williars:
SUBJECT:
HRC BULLETIN NO. 88 08: THERMAL STRESSES IN PIPING C0hhECTED TO REACTOR COOLANT SYSTEMS We have reviewed your response dated October 26, 1988 to NRC Bulletin ES C8.
This bulletin was concerned with the potential for high thersi61 stresses to be developed in piping systems connected to the reactor coolant system of liSht water reactors.
Ycur response noted that ycu have coriducted an equhalent review cf this issue for Fort St. Vrain (FSV) gas ccoled reactor ecolant sy s tem.
Connecting auxiliary piping syster.s contain heliun., rather than water. Thesc systerns do not have conditions that wculd 1 tad to high therral fatigue stresses and therefore to piping failures. Thus, the conditions addressed by KFC Eulletin 08-08 are not lilely to occur at FSV.
The staff has reviewed your reasens as stated above ar.d finds your response tc this NRC Eulletin is acceptable.
Ec ft.rther action on your pt.rt is required.
