PADUCAH REQUEST FOR APPROVAL OF EXCLUSION FROM CRITICALITY ACCIDENT ALARM SYSTEM DETECTION FOR CYLINDER STORAGE YARD (TAC NO. L32098)

Dear Mr. Toelle:

By letter dated September 25,1998, the U. S. Nuclear Regulatory Commission (NRC) received your request for an exclusion to the provisions of 10 CFR 76.89 for the Paducah Gaseous Diffusion Plant. In this letter, USEC requested an exclusion from the Criticality Accident Alarm System (CAAS) detection coverage requirements for the C-745-U Cylinder Storage Yard.

It is required by 10 CFR 76.89 that USEC maintain and operate a criticality monitoring and audible alarm system for all areas of the plant. However, the regulations allow USEC to describe for the approval of the NRC defined areas to be excluded from the monitoring requirement. This submittal must describe the measures that will be used to ensure against criticality, including kinds and quantities of material that will be permitted and measures that will be used to control those kinds and quantities of material.

The USEC submittal states that the C-745-U Cylinder Storage Yard, located in the southeast region of the Controlled -Access Area (CAA), will be utilized by USEC to store UF, cylinders that contain toli normal material (<1 wt% 2asU), heels from toll normal material, and tails materials.

USEC will control the C-745-U cylinder handling and storage operations through the use of training, plant procedures, and surveillances. As such, only specially trained personnel will move or handle UF, cylinders; the yard will be identified by fissile control area markings; and periodic surveillances will be performed by nuclear criticality safety (NCS), plant management, and the Safety, Safeguards and Quality Organization to ensure safe operation. Further, evaluations have been performed which concluded that cylinders containing UF, enriched to less than 1 wt% 2asU cannot credibly be made critical. Should an enriched cylinder be mistakenly placed within this yard, criticality would still be considered incredible since it would require moderation and an extended period of time following cylinder breach before criticality would be possible. The surveillance frequency established is well within the time constraints of such a postulated acciden!. f

, \ r l Therefore, USEC is hereby granted an exclusion from the requirements contained in 10 CFR 76.89 for the C-745-U Cylinder Storage Yard. This exclusion remains in effect for as long as l
