PADUCAH REQUEST FOR APPROVAL OF EXCLUSION FROM CRITICALITY ACCIDENT l
ALARM SYSTEM DETECTION FOR CYLINDER STORAGE YARD (TAC NO. L32098) l
Dear Mr. Toelle:
l By letter dated November 17,1998, the U. S. Nuclear Regulatory Commission (NRC) granted USEC an l
exclusion from the requirements contained in 10 CFR 76.89 for the C-745-U Cylinder Storage Yard l
provided the following controls were in place to preclude maloperation:
j (1) The storage yard will only be used to store UF cylinders that contain toll normal material, heels from 8
toll normal material, or tails material, all less than 1 wt% 5U; and (2) USEC will control the C-745-U cylinder handling and storage operation through the use of training, plant procedures, and surveillances.
As one part of the implementing controls for item 2 above, the NRC inadvertently required the yard to be identified by fissile control area markings. However, since such markings are only used for identification of fissile materials greater than 1 wt%23sU, the use of these signs for the C-745-U Cylinder Storage Yard would be inconsistent and confusing. Therefore, by receipt of this letter, the November 17,1998, letter is hereby amended to eliminate reference to fissile control area markings.
