Gentlemen:

This refers to the inspection conducted by Mr. R. Wise and Dr. J. B. Nicholas of

this office during the period September 19-23, 1988, of activities authorized by

'

NRC Operating License NPF-42 for the Wolf Creek Generating Station, and to'the

discussion of our findings with Mr. J. A. Bailey and other members of your staff

at the conclusion of the inspection on September 23, 1988.

Areas examined during the inspection included the chemistry / radiochemistry

program and water chemistry confirmatory measurements. Within these areas, the

inspection consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the NRC inspectors. The

inspection findings are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements.

Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's "Rules of Practice," Part 2, Title 10 Code of Federal Regulations.

Your response should be based on the specifics contained in the Notice of

Violation enclosed with this 1ctter.

We are also concerned over the numerous problems identified with the

'

postaccident sampling system (PASS). These concerns are discussed in

paragraph 6 of the enclosed inspection report. We are carticularly concerned

,

with the oxygen analyzer problems and leaks in the gaseous sample system.

'

Accordingly, you are requested to respond in writing, within 30 days,

describing your immediate actions to correct the identified problems, along

'

with your planned long-term maintenance program to ensure that the PASS is

maintained in a proper state of readiness.

The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.
