By letters deted August 30 and October 19, 1988, you' withdrew your amendment t
.L request of May 19, 1938 to Technical Specification 3.2.2, "Heat Flux Hot Channel Factor-FQ(z)." Your reanalysis shows that a change to FQ(z) from 2.30
'to 2.25 is not needed to conipensate for increased containment spray flow.
The main differenice in the large break loss of coolant accident (LOCA) reanalysis from the original analysis was a reduced fuel rod backfill pressure 4
h-from 350 psia.to 275 psia. Bectuse of the reduced backfill pressure, the
.averige hot assenbly rod did' not burst in the reanalysis and, therefore, did not incer'a 270*F burst / blockage penalty that was in the original analysis.
As a result, your large break LOCA reanalysis meets 10 CFR 50.46. You also reviewed other accidents and verified that the increased containment spray flow rate did not adversely af fect those accident analyses.
The NRC staff has reviewed your submittals and fins that operation with an FQ(z) of 2,30 is acceptable. Contact me if you have any questions.
