Gentlemen:
This refers to the inspection conducted by Mr. R. E. Farrell of this office
during the period May 6-9, 1986, of activities authorized by NRC Operating
License DPR-34 for the Fort St. Vrain Generating Station, and to discussion of
our findings with you and other members of your staff at the conclusion of the
inspection.
This inspection was a special inspection conducted to review tne circumstances
and events which lead to the Fort St. Vrain Generating Station exceeding the
authorized maximum power level of 35% of full power.
Within this area, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
observations by the inspector. The inspection findings are documented in the
enclosed inspection report.
During this inspection it was found that certain of your activities may be in
violation of NRC requirements. Paragraph 2 of the enclosed inspection report
-
provides details of this potential violation.
In the enforcement conference
held in our office on May 9,1986, you provided your description of the
overpower occurrence and your corrective actions. We also discussed the
enforcement options available to the NRC during the enforcement conference.
We shall advise you by separate correspondence of our proposed action on the
potential violation.
Should you have any questions concerning this inspection, we will be pleased
to discuss them with you.
