The enclosed report of an inspection of the Southwest Fabricating and Welding Company, Houston, Texas, on April 16-17,1970 is forwarded for information. The inspection was conducted to examine primary piping assemblies for the Pacific Gas & Electric Company's D!ablo I reactor.

The significant finding of the inspection was that Pestinghouse, the primary nuclear purchaser of piping from Southwest, has vaived all hydro-

' static pressure testing at the shop level. We do not agree that this is appropriate; however, we cannot take enforcement action since the wording in the applicable ASTM Standards permit testing (or no testing) by "agree-ment between the manufacturer and purchaser" or the purchase order takes precedence over the individual and general specification (see ASTM A-530).

r.nforcement action may be possible on this question at the reactor site as we believe the field hydro tests at the usual 1.25 system design pressure will not meet all of the requirements. Pe plan to follou through accordingly.

Our overall impression of the Southwest Fabricating and Uelding Company was favorable. You will note that the company has been surveyed by an ASME inspection team and has been given "N" stamp issuance authority. No deficiencies were observed in the Diablo piping.
