Gentlemen:
This refers to the routine physical security inspection conducted by
Messrs D. E. Funk Jr. , D. M. Galanti and Ms. G. Christoffer of this office
on May 23-27, 1988, of activities at Prairie Island Nucier Generating Plant,
Unit I and 2 authorized by NRC Operating Licenses No. OPR-42 and No. OPR-60
and to the discussion of our findings with Mr. E. Watz1 and other members of
your staff at the conclusion of the inspection on May 27, 19 ".
The enclosed copy of our inspection report identifies

examined during
the inspection.
Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Notice.
A written response
is required.
You are also requested to address our concerns which deal with
the open item regarding the SA5 relocation.
This open item is located in
Section 2.c of the enclosed report.
The requested information should be
'c. Warded to this office within 30 days of receipt of this letter.
Areas examined during this inspect:on concern a subject matter which is exempt
from disclosure according to Part 73, Title 10, Cnde of Federal Regulations,
Section 73.21(c)(2).
This information must be hand Md and protected in
accordance with the provisior.s of 10 CFP. 73.21.
Consequently, the enclosure
to this letter, our report of the inspection, and your response to the
violation and the concern identified in the enclosure to thic letter will
not be placed in the NRC Public Document Room.
Therefore, the actions you
take regarding the violation and the concerns identifie.1 in the enclosures
should be submitted as a separate enclosure to your transmittal letter in the
manner prescribed.
The response requested by this letter is not subject to the clearance
procedures of the Office of Management and Budget as required by the Peperwork
Reduction Act of 1980, PL 96-511.
