RENEWED FACILITY OPERATING LICENSE NPF-30 REQUEST FOR ONE-TIME LICENSE AMENDMENT TO DEFER UPCOMING STEAM GENERATOR INSPECTION (LDCN 20-0013)

Pursuant to 10 CFR 50.90, Application for amendment of license or construction permit, Ameren Missouri (Union Electric Company) herewith requests, on an expedited basis, approval of a one-time license amendment regarding the steam generator tube inspection required per part d.2 of Callaway Technical Specification 5.5.9, Steam Generator (SG) Program. Specifically, approval of a change to the Technical Specification is requested to allow the steam generator tube inspection (eddy current testing) currently scheduled to be performed during Refuel Outage 24 this coming October (2020) to be deferred such that it would instead be performed during Refuel Outage 25 which is scheduled for the spring of 2022.

Deferral of the required SG tube inspection is necessitated by Coronavirus Disease 2019 (COVID 19) for which a national emergency was declared on March 13, 2020. The upcoming steam generator inspection would require the working together, in close quarters, of numerous employees and vendor personnel from other states and areas. This deferral is being requested in the interest of personnel safety and to preclude the potential for transmittal and spread of the COVID-19 virus.

Attachment 2 to this letter contains sensitive information and should be withheld from public disclosure per 10 CFR 2.390.

Upon removal of Attachment 2, this letter and its other attachments are uncontrolled.

ULNRC-06586 June 26, 2020 Page 2 of 5 Essential information is provided in the attachments to this letter. Attachment 1 provides an overall discussion of the proposed change. Attachments 2 and 3 provide non-redacted and redacted versions, respectively, of the primary technical document in support of the proposed change, i.e., an Operational Assessment of the steam generators at the Callaway Plant, as prepared by the contractor, Framatome Inc. (Framatome). Attachment 4 is an affidavit prepared by Framatome supporting the withholding of certain information from public disclosure in accordance with 10 CFR 2.390. Attachment 5 provides a mark-up of the affected Technical Specification (TS) pages for revising TS 5.5.9, and Attachment 6 provides clean T$ pages reflecting the revised Technical Specification if revised and approved as proposed.

It has been determined that this amendment application does not involve a significant hazard consideration as determined per 10 CFR 50.92, Issuance of amendment. Pursuant to 10 CFR 5 1 .22, Criterion categorical exclusion or otherwise not requiring environmental review, Section (b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

Further, this submittal does not contain new commitments.

The Callaway Onsite Review Committee has reviewed and approved the proposed changes and has approved the submittal of this amendment application.

Ameren Missouri requests approval of the requested license amendment by October 5, 2020.

Ameren Missouri further requests that the license amendment be made effective upon NRC issuance, to be implemented within 45 days from the date of issuance.

In accordance with 10 CFR 50.91 Notice for public comment; State consultation, Section (b)(1), a copy of this amendment application is being provided to the designated Missouri State official.
