Gentlemen:
This refers to the special safety inspection conducted by Messrs.
C. VanDenburgh, J. Gitter, L. Minton, J. Stoffel, and L. Valenti of this office
on February 17, 1986, through May 9,1986, of activities at Davis-Besse Nuclear
Power Station authorized by NRC Operating License No. NPF-3 and to the
discussions of our findings with Mr. L. Storz at the conclusion of the
inspection.
The enclosed copy.of our inspection report identifies areas examined during the
inspection. Within these areas, the' inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Notice of Violation. A
written response is required.
Your written reply to this letter and Notice of Violation and the findings of
our continuing inspections of your activities will be considered in
determining whether further enforcement action, such as additional civil
penalties or orders to' suspend, n;odify, or revoke the license, may be required
to assure future compliance.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this
letter, the enclosures, and your response to this letter will be placed in the
NRC Public Document Room.
