NRC STAFF PROPOSES $7,500 FINE AGAINST COMPANY FOR ALLEGE 0 VIOLATION IN WY0 MING OPERATIONS

  • The Nuclear Regulatory Commission staff has notified H & G Inspection Company of Houston, Texas, that it intends to impose a $7,500 civil penalty for alleged violation of NRC radiation protection requirements at the company's facility in Evanston, Wyoming. An NRC license authorizes the firm to use sealed radioactive sources under controlled conditions for radiographic examination of piping and industrial components.

This enforcement action results from an inspection conducted June 29, 1987, which confirmed a report by H & G of an apparent overexposure to a radiographer. A review of records showed that the radiographer received a total radiation dose of 3.135 rem between January 21 and April 9 of this year, slightly above the NRC limit of 3 rem in a calendar quarter. No discernible health effects are expected from the overexposure.

In a letter informing the company of the proposed fine, Robert D. Martin, NRC Regional Administrator in Arlington, Texas, said the base civil penalty for a violation of this sort was increased from $5,000 to $7,500 because H & G was also cited for an overexpcsure in July 1986. He said it is of "significant concern" to NRC that this second over?xposure occurred less than a year after a similar enforcement action. been asked to give the NRC further details about steps to prevent similar incidents in the future.

H & G has 30 days to pay the civil penalty or to protest it, in whole or in part. If a protest is denied and the fine H, ig osed, the company Nay ask l for a hearing.
