This topical report was prepared as a joint effort by Southern California Edison (SCE), Nebraska Public Power District, and Texas Utilities Electric for use at their respective nuclear stations (San Onofre Units 2 and 3, Cooper Nuclear Station, and Comanche Peak Electric Station) and was submitted to the NRC by reference 1.
l In addition, consistent with this request for NRC review and approval of this

Units'2 and 3, the previous San Onofre Units 2 and 3 hazard barrier program I
license amendment applications submitted to the NRC by reference 2 are hereby withdrawn.
