San Onofre Nuclear Generating Station Units 2 and 3 Enclosed are Amendment Application Numbers 160 and 144 to Facility Operating i

Licenses NPF-10 and NPF-15 for San Onofre Nuclear Generating Station (SONGS)

Units 2 and 3, respectively. These amendment applications consist of Proposed Technical Specification Change Number (PCN) NPF-10/15-467 (PCN-467).

is provided as Enclosure 1 to this letter.

The proposed change is to add a requirement to maintain a Barrier Control l

Program to Section 5 of the Technical Specifications (TSs) for SONGS 2 and 3.

This Barrier Control Program is to replace the interim program instituted as a j

result of Licensee Event Report 2-93-009.

The new Barrier Control Program would establish the following requirements:

e The normal configuration of the plant is all barriers closed and functional, e Barrier allowed outage times are based on typical times needed to restore the barrier, implement compensatory measures, implement alternate barriers, or remove the hazards.

Barrier allowed outage times with compensatory measures in place are based on typical times j

needed to perform plant maintenance.

e The allowed outage times are to limit the average annual cumulative risk of fuel damage from design basis events attributable to barrier impairments to less than 1.0E-6.

This change is requested to Unit 2 Amendment No. 127 and Unit 3 Amendment No. 116 approved TSs. To implement the new program by the SONGS Unit 2 Cycle 9 refueling outage, Edison requests this amendment be issued effective l

November 1, 1996 and be implemented within 30 days from the date of issuance.

l Document Control Desk l This amendment request is expected to result in a total present worth savings in excess of $100,000 for the two units over the lifetime of the plant.

Because of this savings, this submittal is being submitted as a Cost Beneficial Licensing Action (CBLA).
