SUBJECT:
INCIDENT RESPONSE TRAINING PROCRAM We have reviewed the proposed incident Response Training Program and have the following general connents:
1.
A standardized training program is necessary so that all of the NRC resources can be best utilized for an accident in any location.
2.
There doesn't appear to be a great deal of training for reactor safety team personnel. There i.hould be a greater etrphasis in developing such training, or in utilizing training programs already established, such as the PRA courses, to enhance the reactor safety tean response capability.
3.
For the positions of Governnent Liaison Manager and Government Liaison Coordinator, it would be beneficial for the liaison to understand the dose projection / assessment models, it is suggested that modules 203 through 206 be added for these positions.
4.
Even with deleting the resource allott.ient for the exercise participation (005), the Radiological Emergency Response Operations course (214), and the instructor time, it appears that the proposed response training program will result in a significant resource comitment, if you assume that the program elements are to be completed by each potential responder on a biannual basis, then approximately 700 man hours / year will be expended to complete the training in this region.
This centinues to eat into a scant budget model allocation for training.
We have no coernents on the description of each training module and we look forward to reviewing the draft manual chapter on the incident Response Program which will include the training progran requirements.
