INCREASE IN THE SPENT FUEL PCOL CAPACITY THROUGH THE USE OF HIGH DENSITY STORAGE RACKS, SOUTH TEXAS PROJECT, UNIT 2 (TAC NO. 69374)

By letter dated March 8,1988 as supplevnented March 26, 1988, Houston Lighting & Power Company (HL&P) requested approval to increase the capacity of the spent fuel pool through the use of high density storage racks.

We have reviewed the initial request, its supporting infortnation, and answers to the staff questions contained in subsequent letters; and find the proposed changes acceptable. The approval is granted based upon the storage of non-consolidated fuel and the installation of all new racks (with a storage capacity of 1969 fuel assemblies) prior to the storage of any spent fuel ir the spent fuel pool.

If you are unable to complete the installation of the new racks prior to storing spent fuel in the pool, you should submit docu-rentation to the staff for review addressing all significant changes from the request that the staff is now approving.

It was noted during the staff review that while the proposed surveillance program for monitoring the Boraflex in the spent fuel nool was acceptable, ne correctiveactionwasproposedintheeventthatBorafie.xdegradationwas observed.

It is recorrended that a plan of corrective actions be developed and irplemented.
