l ENCLOSURE NOTICE OF VIOLATION Carolina Power and Light Company Docket Nos. 50-325 and 50-324 Brunswick Steam Electric Plant (BSEP) License Nos. DPR-71 and DPR-62 During the Nuclear Regulatory Commission (NRC) inspection conducted on August 12-16, 1985, violations of NRC requirements were identified. The viola-tions involved safety-related equipment in the area of Environmental Qualifica-tion (10 CFR 50.49). In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violations are listed below:

1. Paragraph (j) of 10 CFR 50.49 requires that a record of qualification must be maintained to permit verification that each item of equipment is quali-l fied for its application and meets its specified performance requirements when subjected to the conditions predicted to be present when it must perform its safety function.

Contrary to the above, the licensee's file QDP-12 for Rockbestos Firewall III insulated cable with Hypalon jacketing did not provide sufficient analysis to support qualification for the cable's specific applications at BSEP. The file did not provide sufficient analysis in the following areas:

a. Analysis to document that cable qualification tests profiles enveloped required plant environments.
b. Analysis to document that cable functional performance tests conducted during qualification testing were applicable to BSEP cable performance requirements.
c. Analysis to document that tested cable was the same as or similar to the cable installed in BSEP.

This is a Severity Level IV violation (Supplement I).

2. Paragraph (d) of 10 CFR 50.49 requires that the licensee prepare a list of I electric equipment covered by the rule. I Contrary to the above, Brunswick Steam Electric Plant had not included Rockbestos coaxial cable on their list of electric equipment covered by the rule even though it was installed in the plant in safety-related appli-cations including the safety relief valve monitoring system. Even though the cable was not on the list, BSEP had established qualification data package QDP-11 for this cable.

This is a Severity Level V violation (Supplement I).

DPR-71 and DPR-62 Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including (for each violation): (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and

. the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
