This letter is to inform you that an emergency operating procedures inspection will be conducted (at the request of Region It) at the South Texas Project Electric Generating Station en October 24 - hovember 4, 1988. The entrance ill be coordinated through the office of the NRC Senior Resident In-n.eeting spector w(Operations).

For planning purposes, the inspection team plans on arriving onsite at approxi-mately 06:50 and will work until approximately 17:00 daily, except Sunday. We would like to plan the exit interview for 08:30 on November 4 1980.

3 During the inspection, the inspection team will require a reasonably quiet room with tables and chairs for 10 people and a telephcne. This room may be inside or outside the protected area. However, the inspectors must have ready access to both units and should be in close proxuity to your emergency operating procedures, WOG emergency response guidelines, procedures generation package, setpoint documents, deviation documents, and other supporting documentation required by NUREG 0737. Supplement 1, and NUREG 0899.

The first phase of the inspection will be a desk-top review of the aforementioned docu'nents and will include a review of your 50.59 analysis for safety signifi-cant deviations. During the desk-top review, we will periodically require the services of your E0P developer to supply answers and documentation to resolve questions.

The second phase of the inspection will be walkdowns of select E0ps and off-normal procedures. During this phase, we will split into three teams. Curing the control room and remote shutdown panel portion of the walkdowns, we will i need the services of licensed SR0/R0s. During the in-plant portion of the walkdowns, we will need the services of euxiliary/ equipment operators or R0s that had been certified as an auxiliary / equipment operator. As part of the E0P walkdowns, the team will review your environmental impact study (radiation and temperature) to verify that the operators can safely cperate the valves, switches and equipment specified in the South Texas Project E0Ps during a worst-case scenario.

The third phase of the inspection will be to exercise select E0Ps on the Soutn Texas Project simulator. During the simulator scenarios, we will need the  ;

services of a minimum operating crew (Tech. Specs.) and the simulator operators. '

This phase of the inspection will be eight hours in duration and it is recom- t mended that this time be split into two 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> sessions with a different crew l

for each session. Simulator time may be scheduled between 07:00 and 20:00, at '

your optinn. As part of this phase of the inspection, the team will review your j training program, lesson plans, training records and observe training in progress.

$ In addition, the team will review your QA audits, including corrective action, of your E0Ps program and our Human Factors Specialist will interview approxi-mately 10 users / developers of your E0Ps. The breakdown of interviewees is as  :
