GRAND GULF NUCLEAR STATION (GGNS), UNIT 1 - PROPOSED TECHNICAL SPECIFICATION CHANGE REGARDING CONTROL R0D SCRAM ACCUMULATOR ALARM OPERABILITY (TAC N0. 67976)

By letter dated April 22, 1988, System Energy Resources, Inc. (the licensee) requested a change to Technical Specification 3/4.1.3.3, which requires all control rod scram accumulators to be operable.

The proposed change would provide for alternate sarveillance tests in Section 4.1.3.3 when the accumu-lator pressure and leakage alarm circuit is inoperable.

The NRC staff is reviewing your submittal and finds that additional information is needed to complete its review.

The alternate surveillance tests should be i

made action statements, and the present surveillance requirements should not be changed to be consistent with the format of the GGNS Technical Specifications.

The analysis of the issue of no significant hazards consideration should be changed to consider the following factors:

1.

The magnitude of expected accumulator pressure decay and leakage for the proposed surveillance intervals based on operating experience, 2.

The accident or transient which the accumulators are designed to mitigate, 3.

Whether the accident or transient caused by failure of accumulators to l

function is a new or different kind from any previously evaluated, and 4.

The margin of safety involved in the function of accumulators (e.g.,

minimum pressure and maximum leakage) and the effect of the change on this margin.
