GRAND GULF NUCLEAR STATION (GGHS), UNIT 1 - PROPOSED TECHNICAL SPECIFICATION CHANGE REGARDING CONTROL R00 SCRAM ACCUMULATOR ALARM OPERABILITY (TAC N0. 67976)
By letter dated July 8,1988, System Energy Resources, Inc. (the licensee) proposed a change to Technical Specification 3/4.1.3.3 which requires all control rod accumulators to be operable.
The proposed change would provide action statements requiring alternate surveillance of accumulator pressure and leakage when the detectors or control room alarm is inoperable.
The NRC staf f is reviewing your submittal and finds that changes to the proposal are needed to complete its review.
Proposed Action "d" addresses inoperability of the leak detector, but not the alarm. Action "d" should be revised to include alarm inoperability.
Proposed Actions "c" and "d" would include the statement that Specification 3.u.4 is not applicable.
Because the accumulators are needed most during startup when the reactor pressure is low and not available for rapid control rod insertion, the accumulator pressure detector and leakage detector and the associated alarm in the control room should be operable before changing modes during startup.
Therefore, Specification 3.0.4 should be made applicable for proposed Actions "c" and
~"d".
In order to complete our review as scheduled, you are requested to provide the
._.above changes by August 15, 1988.
These changes were discussed with Matt Crawford on July 14, 1988.
Th~e reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.56-511.
