SUBJECT:
PUBLIC SERVICE COMPANY OF COLORADO COMMITMENTS RELATED TO THE OPERATION OF THE FORT ST. VRAIN NUCLEAR GENERATING STATION
-We have reviewed your submittal dated December 27,1985,(P-85485)concerning some of your commitments related to the operation of Fort St. Vrain (FSV).
These comitments concerned.FSV's control rod drive mechanisms, (CRDMs) masonry
-walls, and shipment of spent fuel. Our evaluation of your proposed changes to your schedules for completing these commitments concludes that their delay in completion is acceptable. We have, accordingly, revised the schedule (Enclosure 1) for your commitments (previously issued by our letter dated February 4, 1986). Our detailed evaluation of these changes is also enclosed (Enclosure 2).
We have discussed with your staff the importance of incorporating the operational experience from current plant operation at up to 35 percent of
. full power into the development of a long-term surveillance program for the CRDMs. We request that you provide a sumary report for this operation concerning your observations on the CRDMs. This should include data on CRDM temperatures, helium flow to the CRDM penetrations, and initial accelerations of the CRDMs in surveillance testing. We request that you provide this summary report within 45 days after current plant operation is completed on May 31, 1986.
The information requested in this letter'affects fewer than 10 respondents; therefore, OMB clearance is not required under P.L.96-511.
