SUBJECT: NOTICE OF VIOLATION

(NRC INSPECTION REPORT NO. 50-424/88-39)

'his refers to the Nuclear Regulatory Comission (NRC) inspection conducted by

!

D. C. Ward on August 29 - September 2, 1988.

The inspection included a review

of activities authorized for your Vogtle facility.

At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report.

Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements.

Two violations were identified during the inspection. Since

'

all of the criteria for categorization of license identified violations were

met, one violation is not being cited. The details pertaining to the licensee

identiffeo violation are described in the enclosed Inspection Report

(Paragraph 2.f.).

The other violation identified by the inspector with

,

pertinent references, is described in the enclosed Notice of Violation.

Corrective actions to eliminate the violation and prevent reoccurrence were

completed prior to the end of the inspection, therefore, a reply to this Notice

of Violation is not required.

,

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.
