ENCLOSURE 1 NOTICE Oc VIOLATION Georgia Power Company Docket No. 50-424 Vogtle license No NPF-68 During the Nuclear Regulatory Commission (NRC) inspection conducted on August 29 - September 2,1988, violation of NRC requirements was identified.

In accordance with the "General Statement of Policy and Proccdure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violation is listed below:

The Facility Operating License (NPF-68) Condition G requires Georgia Power Company to implement and maintain in effect the provisions of the fire protection program described in the VEGP FSAR, specified licensee submittals, and SER through Supplement 5.

Table 9.5.1-10 Item 6.3, of Section 9.5-1 of the VEGP FSAR requires additional lengths of 2-1/2 inch diameter hose to be located in en adjacent operable hydrant hose house to provide service to unprotected areas within one hour when a FSAR fire hydrant providing primary protection to an area becomes inoperable.

Contrary to the above, on August 31, 1988, FSAR Fire Hydrant C-2301-04-994 was found to be isolated from the FSAR water supply without additional hose having been provided in an adjacent hydrant hose house. The hydrant was isclated at approximately 6:00 a.m. for planned Unit 2 fire protection system flushing and was found isolated at approximately 11:15 a.m.

This is a Severity Level V violation (Supplement I).
