Concerns you Raised to the NRC Regarding Seabrook Station This refers to your letter dated January 11, 1988 to the Depertment of Justice and tr your subsequent telephone conversation with both eyself and Mr. A. Cerne of this of fice, on June 1,1988, in which you expressed concerns related to the conduct of inspections at Seabrook by an unqualified Authorited Nacitw Inspector and to the ap;earance of a deliberate attempt by the ANI Insurance .

We have initiated actions to examine your concerns as characterized above and when our review is complete, we will inform you of our findings. As was dis-l

! cussed on June 1 our initial review of the facts provided in your letter revealed some discrepancies with the information gained from NRC inspections l

already conducted at the Seabrook site. These inconsistencies should be recon-ciled by you to ensure our complete understanding of the events related to your concerns. Of particular relevance is the question of what provision in either the ASME Cede or the letter of instruction from Lumberman's to its site super-visors was violated, since the answer to this question provides the specific basis for your allegation of wrongdoing.

While we are aware that you do not have any more detailed information than was '

provided in your letter of January 11, 1988, we recommend that such details be obtrined from the person or persons with first-hand kne.iledge to ensurt proper direction to our further investigation of this matter. We intend tocurrently initiate address your concerns, as additional follow-up activities to documented. However, we also intend to recentact you in approximately two r weeks to determine what additional infermation you have been able to gather to clarify the existing discrepancies .'.nd inconsistencies.
