'i EN 0 8 1999 Docket'No. 50-293 Boston Edison Company ATTN:
Ralph G. Bird Senior Vice President - Nuclear 800 Boylston Street Boston, Massachusetts 02199 Gentlemen:
Subject:
Request for a Cost Estimate from Boston Edison Company (BE) for the Installation of Additional Circuitry at the Pilgrim Power Plant E0F and Permission to Use Site and Company Property for Contingency Telecommunications
'In the event of an emergency at a nuclear station, the NRC would request the Boise Interagency Fire Center (BIFC) to be dispatched to the site with radio equipment for promptly establishing an off-site communications network between the Emergency Operations Facility and the Federal off-site monitoring team.
To accomplish this goal, the NRC had a communications survey conducted by BIFC for each site nationwide. This survey identified the requiren, ents for emergency radio-communication and any pre-installed equ'pment that would be necessary,.The communications survey was conducted at the. Pilgrim Power Plant facilities by an NRC contractor representative on approximately June 25, 1987.
Based on this survey, NRC Region I is now initiating arrangements for the installation of contingency emergency talecommunications equipment at the Pilgrim facilities. We are seeking your cooperation and assistance in establishing this capability. Your assistance is requested to obtain (1) a cost estimate for the installation of additional telephone circuits in the Emergency Operations Facility (E0F), and (2) permission for the NRC to install temporary antennas durina emergencies, or as described belcw.
The circuits and antenna locations are essential elements of our emergency telecommunications plan for Pilgrfm.
It should be noted that communications equipment, other than the additional telephone circuits necessary to support them will only be I
insta1% d at the communication: sites in the event of an actual emergency or NRC participation drill and will be removed immediately at the termination of the emergency or drill.
i We aie seeking a BE cost estimate for labor and material to permanently establish three twin-lead d-c audic circuits from the NRC area in the EOF to the outside, rear of the EOF. The circuits should be terminated at both ends with WE-724 connectors and should be marked for "NRC Emergency Use Only." The outside terminations should be housed in a weather proof container to protect l
them from the elements.
These lines will allow installation of the base station equipment reouired to establish communications from the EOF to the NRC repeater system.
The WE-724 connectors will be supplied by the NRC.
i We are also seeking BE long term permission for the following, if it should beccme necessari, reserve for NRC use, the area between the 172 foot and the 0FFICIAL RECORD COPY BIFC LTRS 8/31/87 - 0004.0.0 11/18/87 hbo i[
