Pursuant to 10CFR 50.73 Sections (a) (1) and (d), a Licensee Evenc Report concerning a containment spray (NS) system valve that aligns the NS Pump A and B to the containment sump and could not be opened from the control room as the report will be delayed and submitted October l designed was to have been submitted October 3,1988.
