This refers to the inspection conducted by Messrs. D. L. Garrison, D. M.

Hunnicutt, and other members of this office during the period April 5 through

May 2,1988, of activities authorized by Construction Permit CPPR-129, for the

South Texas Project, Unit 2, and to the discussion of our findings with

Mr. T. J. Jordan and other members of your staff at the conclusion of the

inspection.

Areas examined during the inspection included:

tagging status of equipment,

cable prot 9ction, essential cooling water valve body and pipe fitting leaks,

i

followup c.i licensee reported significant construction deficiencies,10 CFR Part 21 reporting, reactor vessel and internals work observation, reactor

,

vessel and internals QA review, standby diesel generator expansion seals

'

(bellows) replacement, safety-related piping observation, and housekeeping.

Within these areas, the inspection consisted of selective eamination of

i

procedures and representative records, interviews with personnel, and

observations by the NRC inspector 3.

The inspection findings are documented in

the enclosed inspection report.

During this inspection, it was found that certain of your i.:tivities were in

i

violation of NRC requirements. Consequently, you are regr f red to respond to

!

these violations, in writing, in accordance with the pro,isions of

Section 2.201 of the NRC's "Rules of Practice," Part ?, Title 10, Code of

Federal Regulations. Your response should be based an the specifics contained

in the Notice of Violation enclosed with this letter.

The response requested by this letter is not "Jbject to the clearance

procedures of the Office of Management and Budget as required by the Paperwork

Reduction Act of 1980, PL 96-511.
