Gentlemen:
This refers to the inspection conducted by Messrs. W. F. Smith and T. R. Staker
of this office during the period March 16 through April 30, 1988, of activities
authorized by NRC Operating License NPF-38 for Waterford Steam Electric
Station, Unit 3, and to the discussion of our findings with Mr. R. P. Barkhurst
and other members of your staff at the conclusion of the inspection.
Areas examined during the inspection included onsite follow up of events,
monthly maintenance observation, monthly surveillance observation, complex
surveillance, operational safety verification, refueling activity observation,
engineered safety feature system walkdown, and plant status. Within these
areas, the inspection consisted of selective examination of procedures and
representative records, interviews with personnel, and observations by the NRC
inspectors.
The inspection findings are documented in the enclosed inspection
report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements. Consequently, you are required to respond to
Violations "A" and "C," in writing, in accordance with the provisions of
Section 2.201 of the NRC's "Rules of Practice," Part 2, Title 10, Code of
Federal Regulations.
It will not be necessary to respond to Violation "B"
regarding failure to report diesel generator nonvalid failures, as you have
already taken the appropriate corrective actions as to cause.

Two unresolved items are identified in paragraphs 2.a. and 4.b. of the enclosed

inspection report.

We have also examined actions you have taken with regard to previously
identified inspection findings. The status of these items is identified in
paragraph 5 of the enclosed report.

The response directed by this letter and the accompanying Notice is not subject
to the clearance procedures of the Office of Management and Budget as required
'
by the Papemork Reduction Act of 1980, PL 96-511.
