Gentlemen:
This refers to the inspection conducted by Mr. R. A. Caldwell of this office on
January 22, 1986, of activities authorized by NRC Special Nuclear Material
License SNM-1912 for Comanche Peak Steam Electric Station, Unit No. 1, and to
the discussion of our findings with Bruno Kanulfus, and cther members of your
staff at the conclusion of the inspection.
Arehs examined durino the insn ction included interim fuel storage plan,
controlled access area, and acccss centrols.
Within these areas, the
inspection consisted of seiertive examination of procedures and representative
records, interviews with pr_rscnnel, and observations by the inspector.
These
findings are documented in the enclosed inspection report.
During this inspection, it was found that certain of ynur activities were in
violation of NRC requirements.
Onsequently, you are required to respond to
these violations, in writ.ing, in accordance with the previsions of
Section 2.201 of the NRC's "..ules of Practice," Part 2, Title 10, Code of
Federal Regulations.
Your rer ponsc- should be based on the specifics contained
in the Notice of Violation enclov=d with this letter.
The material enclosed herewith cu tains safeguards Information as defined by
10 CFR Part 73.21 and its disclosare to unauthorized individuals is prohibited
by Section 147 of the Atomic Eneru Act of 1954, as amended.
Therefore, the
material, with the exceptien of the recort cover page which is an inspection
summary, will not be placed in the Public Document Room.
The response directed by this letter and the accompanying Notice is not subject
to the clearance procedores of the Of fice of Management and Eudget as required
by the Faperwork Reduction Act of 19ES, PL 96-511.
