Dear Mr. Bird:
i This letter refers to the telephone conversation between you and myself on September 12, 1988.
During that conversation, I informed you that the NRC resident inspector had received a set of seven keys from an anonymous source j
through a third party, which allegedly allow access to various areas of the plant. Also during that conversation, you agreed to make a copy of the keys held by the resident inspector and determine their function.
t It is our understanding that, although your investigation is continuing, you

have determined the keys are not security, high radiattor, area, or operations related keys.
If our understanding is incorrect, please notify us promptly.
