APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
The application proposes to revise Table 3.7-1, "Process Pipeline Penetrating Primary Containment" of the James A.
FitzPatrick Technical Specifications to reflect modifications that will be installed during the 1988 refueling outage.
The plant modifications associated with these proposed technical specification changes are required to conform to NUREG-0737 Item II.E.4.2 - Containment Isolation Dependability, at the FitzPatrick plant.
Specifically, an isolation signal (high drywell pressure) will be added to three existing Reactor Water Cleanup System (RWCU) containment isolation valves.
When this modification is complete, these valves will be actuated using diverse isolation signals as recommended in Section 6.2.4 of the NRC's Standard Review Plan (NUREG-0800).
A motor-operated containiment isolation valve will be added on the RWCU system return line.
The addition of this valve will bring the RWCU system into compliance with General Design Criteria 55 of Appendix A to la CFR 50.

7 This proposal also revises Table 3.7-1 to update and correct RWCU entries.
These changes are not directly associated with the modifications described above.
An isolation signal, included as part of the original FitzPatrick design, is added to one RWCU valve table entry.
Valve closure times for two RWCU valves are reduced from thirty to twenty seconds to reflect the assumptions in the FitzPatrick environmental qualification analyses.
The proposed changes to the Technical Specifications are Attachment I to this Application for Amendment to the Operating License.
The Safety Evaluation for the proposed changes is included as Attachment II.
