Safety Evaluation Report Use of Later Code Editions Hope Creek Generating Station BWR Licensing Division - Engineering Branch Introduction By letter dated January 27, 1986 from Corbin A. McNeill, Jr. to Elinor Adensam, Public Service Electric and Gas Company requested permission to adopt provisions provided by recent additions of ASME Code Section III in lieu of.the Code of Record (1974 Edition, Winter 1974 Addenda) for the Hope Creek Generating Station.

A detailed review of the request was performed as described below.

Description and Discussion Eight changes were requested for the ASME Code requirements as they were identified in previous FSAR amendments (through Amendment 13). These eight requests can be arouped into the following aspects.

1. Pemit the installation of welded attachment to ASME Code Section III Class 2 and 3 pipina after hydrostatic testing. The Code on Record requires a rehydotest, while the new Code deleted this '.equirement.
2. Permit the use of the effective date Code in effect upon award of the contract as shown in FSAR Table 3.2-3.
3. Permit the use new design equations and limits for the as-built recon-ciliation of Class 2 and 3 pipings.
4. Permit the use of the effective date Code in effect for the design and the as-built reconciliation of component supports.
5. Permit the deletion of RT requirement prior to PT or MT for field welds in component supports.

The requested Codes in effect are dated on or before the 1983 Edition and the Summer 1984 Addenda. Since the NRC has incorporated in 10 CFR 50.55a the 1983 Edition through the Summer 1984 Addenda of ASME Code Section III, Division 1, the requested ASME Code requirement changes are permitted by the amended regu-lation, and are, therefore, acceptable.

Conclusion Based on the above discussion, the staff recommends that the proposed eight FSAR changes in the ASME Code Section III requirements be accepted.
