This refers to the Systematic Assessment of Licensee Performance (SALP) Board

1 Report for Waterford Steam Electric Station, Unit 3. The SALP Board met on

February 27, 1986, to evaluate the performance of your facility for the period

December 18, 1984, to December 31, 1985. The performance analyses and

resulting evaluations are documented in the enclosed SALP Board Report.

The performance of your facility was evaluated in the selected functional areas

identified in Section IV of the enclosed SALP Board Report. Caution should be

exercised when comparing performance for the current SALP period with the

previous SALP period. Plant activities have changed from principally construction

and preoperational testing to startup testing and operations. These changes in

the focus of facility activities make direct comparison of performance in

functional areas difficult.

j Overall, we find that your performance of licensed activities generally is

acceptable and directed toward safe facility operation. Particular strength

was noted in the areas of Preoperational/Startup Testing, Security and

Safeguards, and Surveillance. In addition, an improvement was noted in Emergency

Preparedness. A decrease in overall performance was noted in the area of

Quality Programs and Administrative Controls Affecting Quality, which declined

from a Category 1 to a Category 2, and Plant Operations, which . declined from a

Category 2 to a Category 3. Maintenance was again rated Category 3 based on the

NRC findings that indicate that your maintenance program has not been properly

implemented due to weaknesses in procedural development and implementation. It

was.noted that, at the end of the rating period,-performance' appeared to be

improving in the maintenuce area.

The board discussed at length whether the operations area should be Category 2

or Category 3 before concluding the appropriate description was Category 3. l

This decision was based on the frequency of reactor trips and LERs involving ,

human error and limited corrective actions that did not appear to adequately. l

identify root causes to operational problems. You should direct specific  ;

attention to the Board's recommendations in this area. .,

that you provide a written response within 30 days af ter our meeting addressing

your plans to improve performance in t!'e areas of Plant Operations and

Maintenance.

Comments which you may submit are not subject to the clearance procedures of

the Office of !!anagement and Budget as required by the Paperwork Reduction Act

of 1980, PL 96-511.
