Gentlemen:

This letter refers to an unannounced, routine, safeguards inspection of your

activities authorized by hPC License No. NPF-1 conducted by Mr. L. R.

Norderhaug of this office on January 14 through March 4, 1986. It also refers

to the discussions of our inspection findings held by the inspector with

Messers. J. Reid, J. Street, C. Brown and other members of their respective

organizatior.s on January 17, 1986.

Areas examined during this inspection included activities related to physical

protection as described in the enclosed inspection report. Within these

areas, the inspection consisted of selective examinations of procedures and

records, interviews with facility and contractor personnel, and observations

by the inspector.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, documentation of the findings of your

safeguards and security measures are exempt from public disclosure; therefore,

the Notice of Violation and the enclosed inspection report will not be placed

in the Public Document Room and will receive limited distribution.

We have determined that the enclosures so designat.d contain Safeguards

Information and therefore are subject to the controls of 10 CFR 73.21.

Enforcement action by the NRC relating to the inspection will be the subject

of separate correspondence.
