Enclosure REQUEST FOR ADDITIONAL INFORMATION BEAVER VALLEY UNIT 1 PROPOSED Sh0BBER INSPECTION AND TESTING AMENDVENT (1) _ Specification 4.7.12.b and, c; Visual I,nspections.
You proposed to perfom visual inspections by snubber type and by system. This proposal deviates from the staff's current position expressed in the Beaver Valley Unit 2 Technical Specifications, and appears to be a large relaxation from the staff's current position.
Please justify your proposal.

Your proposed change reads "...may be generically susceptible; or (2) the a f fected... ". The staff's technical position, as expressed in the Unit 2 Technical Specifications, uses the word "and", thus requiring both conditions be rnet before a snubber which appeared inoperable be detemined OPERABLE for the purpose of detemining the next visual inspection interval.
Your use of the word 'or" instead of "and' appears to have the effect of relaxing the staff's requirement. Please justify. Also, provide the background infomation regarding hydraulic snubbers on the top of page 3/4 7-28.
Was a similar specification approved for another nuclear plant?
(3) Specification 4.7.12.d. Functional Tests The last paragraph on page 3/4 7-28 refers to large-bore snubber tests.
Provide background infonnation, stating if other nuclear plants have such a specification.
