Report No. 50-333/86-99.
This letter transmits our final SALP Report for the FitzPatrick facility. As

communicated to you in the SALP Board Report and during the management meeting,
we consider the positive worker attitude and strong management commitment towards
assuring quality as having maintained the FitzPatrick facility on a positive
!
performance trend. Most noteworthy has been performance in the Operations area
1
where a safe and conservative approach was indicated by a lack of operator errors,
absence of plant trips caused by operators and a small number of lit control
'
room annunciators.

Thank you for your letter dated August 19, 1988 wherein you presented, as a
followup to our July 21, 1988 meeting, a detailed response to the FitzPatrick
SALP. We appreciate the efforts you are taking to address our concerns and will
i
monitor the implementation and progress of your initiatives. The amended SALP
-
Report (enclosure 1), our earlier transmittal letter (enclosure 2), SALP meeting
!
attendees (enclosure 3), your SALP Report response (enclosure 4), and an amended
errata sheet (enclosure 5) are enclosed.

We have reviewed your response regarding Environmental Qualification (EQ)
(
!
concerns discussed in the Engineering and Technical Support section of the SALP
'
and find insufficient basis to change our assessment. As noted in the assessment,
j
,
during the NRC review of your EQ program, in many cases you relied heavily on

- ~
consultants to provide the technical bases that established specific equipment
t
qualification.
It is our contention that licensee personnel should have suf-
h
l
ficient knowledge of this information so that they can maintain equipment
1
qualification throughout the life of the plant when consultants are not available.
I

In addition, deficiencies identified went beyond simple file problems.
These
a
deficiencies indicate that in a number of areas, the Power Authority did not
i
perform adequate engineering analysis to support equipment qualification by the
{
required date of compliance (i.e., November 30,1985).

Regarding your comments in the Emergency Preparedness area, we have amended
i
page 30 of the SAlP Report regarding comments concerning the staffing in the
Emergency Preparedness area. Although it was noted that several personnel
i
,
!
changes oct.urred shortly before and during this assessment period, and in fact
i
one position wts eventually eliminated, we recognize that the Emergency Pre-
i
paredness staff is actively supported by site and headquarters staff. We will
!
!
tontinue to monitor your level of Emergency Preparedness and staffing during
,
j
future inspection:.
In addition, as stated in your response, the primary causes
for the declining trend were weaknesses noted in areas of dose assessment and
q
protective action recommendations.
,
In summary, we feel the SALP Board Report, our meeti i and your response letter
have resulted in a constructive assessment of the per ormance at the FitzPatrick
i
l
facility and have provided an understanding of your corrective actions to
address our concerns.
