Gentlemen:

This refers to the special safety inspection conducted by Mr. A. S. Gautam and

otner NRC representatives of this office on February 29 through May 4,1988, of

activities at Braidwood Nuclear Power Station, Units 1 and 2, authorized by NRC

Operating Licenses No. NPF-72 and No. NPF-75 and to the discussion of our

findings with Mr. R. Querio at the conclusion of the inspection. This inspec-

tion of the Braidwood Environmental Qualification (EQ) program was performed

to verify compliance to 10 CFR 50.49.

The enclosed copy of our inspection report identifies areas examined during the

inspection. Within these areas, the inspection consisted of a selective examina-

tion of procedures and representative records, observations, and interviews with

personnel.

Although the inspection determined that you have developed a program to meet the

requirements of 10 CFR 50.49, several significant deficiencies in the program

implementation were observed. These findings are classified as Potential

Enforcement / Unresolved Items and an ongoing NRC review is being performed to

evaluate thee.e findings in regard to possible future enforcement actions.

In accordance sith 10 CFR 2.790 of the Commission's regulations, a copy of this

letter, the enclosures, and your response to this letter will be placed in the

NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.

We will gladly discuss any questions you have concerning this inspection.
