20555 Re ShH-1050 License Extension Centlement It is respectfully requested that Special Nuclear Material License !b. ShM-1050 (due to expire September 30, 1988 by License Amendment No. 11 dated April 28, 1988) be extended for four months under the limited usage conditions es-tablished by Amendment No. 10 to the License, dated April 5, 1988. The Univer-sity of Florida Safety Review Subcommittee (SRS) for the UFSA Facility covered by this license has reiiewed the status and conditions on several occasions over the past few months including April 26, June 30, August 18 and August 31, 1988 and concluded that all safety requirements are met. The activities autho-rized by Condition 10 are very time consuming and combined with the adminis-trative effort derived from these activities have resulted in unavoidable de-lays in completing the authorized activities.
The present status of the UFSA Facility covered by ShH-1050 is essentially as specified in the February 2, 1988 letter requesting the authorirstion for ac-tivities covered by Amendment No. 10. Significant progess has been mede in various areas; the present status of the UFSA facility is summarized in the following paragraphs.
1.
As indicated in the February 2,1988 submission, a decision has been made not to attempt to relicense the facility as a-suberttical assembly. The fuel is being nondestructively tested per Amendment No. 10; but some parts of this activity have been delayed awaiting supplies and equipment availability. The nondestructive testing is now progressing well. Even-tually, if verified to have adequate welds, about 1000-1500 pins will be transferred to the University of Florida Training Reactor license (R-56),
probably within about two years.
2.
The plans to ship up to 1200 of the SPERT pins to a secure Department of Energy experimental facility at the Oak Ridge National Laboratory have been postponed. Since the Quality Assurance Program Plan will remain in effect, these pins may be shipped at a later date; however, there are currently no firm plans to ship them to ORNL until the Department of En-ergy makes a decision on returning to operation the ORNL reactor where these pins were to be used for an experiment.

As reported in 1985, a fire alara system was installed to provide en-I hanced automatic fire detection for the fuel storage and facility areas.
I This system has been operational since April 10, 1935 (except for brief maintenance outages) and continues to provide continuous protection in the fuel storage and other adjacent rooms as previously indicated. During the last six months several minor improvements have been implemented with no change in effectiveness.

Beginning in March, 1988, an extensive,ef fort has been involved 'in pre-paring, reviewing, approving and implementing the procedures used to con-trol movement of the SPERT fuel f rom Room 3 to Room 5, to control the de-tailed inventory verification and* visual inspection of all 5400, fuel pins and to control the X-ray radiographic nondestructive weld inspection ac-tivities of up to 2000 pins as allowed by SNM-1050 License Amendment No.

Af ter decontamination of Roon 5 and extensive room preparations and as allowed by License Amendment No. 10, the SNM-1050 SPERT fuel was moved from storage in Room 3 to the new storage location in Roon 5 in Building i
- 554 during April,1988 with the same geometry maintained. The fuel stor-l age area is properly maintained including required surveillance activi-l ties. This Tacility has an unblemished safety record. The University of Florida Safety Review Subctomittee for the UFSA Facility covered by this license continues to review the f acility status periodically as has been done on August 18 and 31, 1988 to assure continued safe storage.

of these surveys on April 29, 1988. During the month of May, Room 3 was i
removed from the SPERT security system and final release per 10 CFR 50.54(p) was accomplished as the previous fuel storage Roou 3 was turned over for unrestricted use as of May 4, 1988.

A radiation safety inspection of the SNM-10$0 license facility was per-formed by an KRC Region 11 Radiation Safety Inspector on June 14, 1988 with no deficiencies noted within the scope of the inspection. This in-spection included the old storage Room 3 as released for general use as well as the new storage Roon 5 which was previously the f acility room but i
is now the fuel storage room. Various documentation of the fuel novement work including radiation work permits and the results of contamination and radiation surveys were also reviewed by the inspector.

The Facility has had an NRC-approved Physical Security Plan since 1981.
The protection provided by this plan and associated systems exceeds the requirements established in 10 CFR 73 for Materials of Low Strategic Sig-nificance. NRC Security Inspections have found no security problems with the facility. During May and June, a significant administrative ef fort was expended to prepare an updated Security Plan (Revision 2) per 10 CFR 50.54(p); this updated Security Plan accounting for the fuel movement and associated changes was submitted to NRC with a cover letter dated June 20, 1988 to indicate there was to,be no decrease in Security Plan ef fec-tiveness but primarily a decrease in the secured area size. In addition, a further minor change to Revision 2 was submitted to NRC with a letter August 29, 1988 in response to the NRC reviewer's questions on the sub-mitted plan.
The visual inspection and inventory verification activities currently in pro-gress are slow and tedious especially with many pins noted to have small sur-face defects which we prefer to eliminate from further consideration in fuel-ing our rese'aren reactor; nevertheless, we expect to complete the inventory /
visual inspection categorization of all 5400 pins by about September 10. The only activity remaining as allowed by SNM-1050 Amendment 10 will then be the X-ray radiography of the welds (top and bottom) on up to 1000-1500 fuel pins for potential usage in the University of Florida Training Reactor (R-56 Li-cense) conversion from high to low enriched uranium fuel.
Some delays have been experienced in securing all the equipment and supplies i
needed for the nondestructive examination of the fuel pit.s; one significant delay and commitment ot resources has involved repair of the X-ray machine to be used to perform the radiography. The current schedule indicates all neces-asry equimment and supplies will be available within a week to ten (10) days so that t.e nondestructive radiography can begin by about September 20. We es-timate that it will take about three months to complete the necessary radio-graphy.
Upon complation of these activities permitted under Amendment Number 10, we vill seek a storage-only license to minimize license complications. Therefore, it is respectfully requested that Special Nuclear Material License Number SNH-1050 be extended for four (4) months until January 30, 1989 under the condi-tions established by Amendment Number 10. The University of Florida Safety Re-view Subcommittee for the UFSA Facility covered by this license reviewed this request and the status and conditions of the Facility again on August 31, 1988 and has concluded that the safety requirements are fully met and that this ad-ditional 3 month license extension subject to the conditions in Amendment No.
10 dated April 5,1988 will assure that the necessary NDT checks are made on SPERT fuel planned to be used at the UPTR on the (R-56) license. On completion of these NDT usage activities, we will submit a license renewal application "for storage only" of the fuel held under the SNM-1050 license, i
