NOTICE OF VIOLATION Tennessee Valley Authority Docket Nos. 50-327, 50-328 Sequoyah License Nos. DPR-77, DPR-79 i
J During the Nuclear Regulatory Commission (NRC) inspection conducted July 12 -
August 5,1988, a violation of NRC requirements was identified. In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions " 10 CFR Part 2. Appendix C (1988), the violation is Itsted below:

10 CFR 50 Appendix J states thet:
II.H.3 Type C testing is required for those valves that, " Are required to operate intermittently under postaccident conditions..."
t III.C.1 "Type C tests shall be performed by local pressurization.
The pressure shall be applied in the same direction as that when the valve would be required to perform its safety j
function..."
III.C.2 "Valves, which are sealed with fluid from a seal system i
shall be pressurized with that fluid to a pressure not less that 1.10 Pa."
Contrary to the above, the containment spray and RHR spray inboard con-t tainment isolation valves have not been type C tested for the life of the plant.
