This is in response to your letter dated November 17, 1987, regarding Revision 20 to the Fort St. Vrain Physical Security Plan, Training and Qualification Plan, and Contingency Plan. We have reviewed the changes to the plans and-have determined r. hat portions of the changes are consistent with the provisions of 10 CFR 50.54(p). However, as indicated in the enclosure, certain other portions decrease plan effectiveness and are therefore inconsistent with the provisions of 50.54(p). Accordingly, you are to follow your previously approved plan in regard to these items.
Resubmit corrected plan page, as necessary to maintain plan continuity.
Should you want to pursue changing the security plan with respect to the changes set forth in the enclosure, you should resubmit under the provisions of 10 CFR 50.90.
The material enclosed herewith contains Safeguards Information as definad by 10 CFR Part 73.21 and its discicst.re to unauthorized individuals is prchibited by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the material, with the exception of the >:over letter will not be placed in the Public Document Room.
