Gentlemen:
In accordance with the provisions of 10 CFR 50.54 (p), Revision 20 of l-the Fort St.
Vrain Physical Security Plan with Appendix "B",
" Security Training and Qualification Plan",
and Appendix "C",
" Safeguards Contingency Plan", are submitted for review and approval as the operational Security Plan for Fort St. Vrain. Appendix "A",
" Security Plan for the Protection, Receipt and Storage of Special-l Nuclear Material and Special Measures During Refueling Operations",
(Confidential), is being submitted as Revision 20, with changes, l
under separate cover.
Explanations of changes are documented under-j' attachment two of this letter.

V P-87406 November 17, 1987 This revision was developed utilizing. Revisions 18 and 19.of the-Fort St. Vrain Physical. Security Plan as base. documents. As of this date, Revision 18,.which had been developed to meet 'the-requirements dictated by the Federal Register /Vol. 51,. No.149/ Monday, August 4, 1986/ Rules and Regulations, Page'27821, 27822 and 27825,.has not yet' received Commission approval.
Recent discussions with NRC personnel have indicated that certain portions of Revision 18 may not meet with. Commission-approval for-inclusion in 'the Fort St.
Vrain Physical ' Security Plan. These concerns are documented under' attachment one of this letter.
In addition to the above, construction activities pertaining to the Circulating Water Makeup Pumphouse are continuing and appropriate' notification will be made upon completion of these activities.
We request that the enclosed information be withheld from public disclosure pursuant to the provisions of 10 CFR 2.790'(d)
