NOTICES OF VIOLATION AND PROPOSED IMPOSITION OF CIVIL PENALTY This is to acknowledge receipt of your letter dated April 14, 1988 and check for $25,000 in response to and payment for the Notice of Violation and Proposed Imposition of Civil Penalty issued by the NRC in a letter dated March 14, 1988.
We have reviewed your reply and find it responsive to the concerns raised in the Netice regarding the safeguards matters, those for which a civil penalty was proposed. We find your reply to the Notice regarding failure to properly implement plant design basis responsive insofar as it addresses Primary Containment valves. However, it is not clear what actions have been taken or planned to assure that applicable requirements were folicwed for safety-related changes made in the same time frame as the design change which resulted in the violation. Please provide the NRC Region IV Regional Administrator within thirty days information regarding actions for these changes made before the process improvements discussed in your r W y.
Your corrective actions will be examined during future inspections.
