Docket Nos. 50-361 and 50-362 Extension for iM Surveillance Capsule Haterials Test Results Report San Onofre huclear Generating Station, Units 2 and 3 A reactor vessel material irradiation surveillance specimen was removed from the Unit 2 reactor vessel during Unit 2 Cycle 4 refueling outage on September 20, 1987, to satisfy a Technical Specification Surveillance Requirement 4.4.8, "Reactor Coolant System Pressure and Temperature Limits."

A technical summary report of the result is required by 12 months from the date of the surveillance capsule withdrawal in accordance with 10 CFR 50 Appendix H.

In order to meet this deadline, the surveillance capsule cask was shipped to the Battelle Columbus Laboratory for test and analysis on February 19, 1988.

However, during testing and analysis, Battelle Columbus Laboratory informed SCE on August 10, 1988, that flux spectrum monitors in the surveillance specimens were damaged.

The damage to the flux spectrum monitors consisted of oxidation and degradation, due to poor fabrication process, and revised procedures would he necessary for disassembly and testing.

Consequently, the submittal of the Unit 2 surveillance capsule materials test report will be delayed beyond the original deadline of September 20, 1988, as estabitshed by 10 CFR 50 Appendix H.

The completion of this materials test report is expected in November of this year.

The report will be submitted by December 31, 1988.
