This refers to a special, announced inspection conducted by Region IV personnel

during the period August 6-19, 1988, of activities authorized by NRC Operating
"
License DRP-40 for Fort Calhoun Station, and to the discussion of our findings

with Mr. W. G. Gates and other members of your staff at the conclusion of the
!
inspection.

Areas examined during the inspection included followup to previous inspection
findings, licensee event reports (LERs), temporary instructions, 10 CFR Part 21
i
reports, bulletins, and the safety cystem outage modification inspection (SSOMI).
i
Within these areas, the inspection consisted of selective examination of
i
procedures and representative records, interviews with personnel, and
!
observations by the NRC inspectors. The inspection findings are documented in
l
the enciesed inspection report.

During this inspection, it was found that certain of your activitiet were in
i
violation of NRC requirements. Consequently, you are required te respond to
i
f
this violation, in writing, in accordance with the provisions of Section 2.201
of the NRC's "Rules of Practice," Part 2 Title 10. Code of Federal
r
Regulations. Your response should be based on the specifics contained in the
l

Notice of Violation enclosed with this letter.
i
During this inspection, five items were identified that could not be closed due
)
to the lack of generic corrective action. These items are identified in
6
paragraphs 2.1.6, 7.0.2, 7.0.3, 7.0.4, and 7.0.5 of the enclosed report. Your
acticns, to date, have addressed only the specific problem that was identified in
7
each case.
In paragraph 7.0.5, guidance is provided relating to generic
i
corrective action. This guidance addresses the potential for previous events
of a similar nature. We request that you review this guidanco and take action
on the generic o pects of these events.
