This is to acknowledge receipt of your letters dated November 2,1987, and April 8, 1988, which transmitted changes identified as Revision 12 to the Arkansas Nuclear One, Units 1 and 2, Industrial Security Plan under provisions l of 10 CFR 50.54(p).

We have reviewed the submitted changes as transmitted in your November 2, 1987, letter and the removal of Section 3.1.2.1 from Revision 12 as transmitted in your April 8, 1988, letter. We have determined that with the removal of the l change to Section 3.1.2.1 from Revision 12 that the submitted changes are consistent with the provisions of 10 CFR 50.54(p) and are therefore acceptable. '

The enclosures to your letter of November 2, 1987, contain Safeguards l Informatica of a type specified in 10 CFR 73.21 and are being withheld from public disclosure. 2 Sincerely, 1

A brief description of the changes made in this revision and the revised pages to the plan are attached. It was determined by Arkansas Power & Light Company that these changes do not decrease the safeguards i effectiveness of the plan and, therefore, were made without prior NRC approval.

Included in that revision were changes to Section i 3.1.2.1 to correct the inadvertent inclusion of changes proposed by Arkansas l Power & Light Company (AP&L) to address the Miscellaneous Amendment  !

revisions to 10CFR50 and 73 published in the August 4, 1986 Federal  !

Register. As these changes have now been submitted under 10CFR50.90 in I AP&L's letters of December 2, 1986 (0CAN128603) and February 24, 1988 )

(OCAN028803) it is no longer necessary that our Revision 12 changes to Section 3.1.2.1 be processed per 10CFR50.54(p). This information has been discussed with Ron Caldwell of your staff.
