STAFF RESPONSE TO FTI'S LETTER OF SEPTEMBER 8.1998 The overall staff objective'is to complete the BAW-2241P review by the end of calendar year 1998 and issue the SER shortly thereafter. Referring to the September 8,1998 letter, under

A brief statement which summarizes each issue discussed in the meeting will be a satisfactory response.

For item 2 & 3:

While in general the staff found the responses to the first RAI to be satisfactory, this does not preclude additional staff questions on the first set which may arise from the review of the second set.

As discussed with you, the photofission cross sections for U-238(y,f) and Np-237(y,f) were obtained f7m the CSIRS (Cross Section information Storage and Retrieval L

System) data base files:

For item 5:

As stated above, the overall staff objective is to complete the BAW-2241P review by the end of calendar year 1998 and issue the SER shortly thereafter.

For item 6:

Regarding completion of BAW-2251, the staff reserves the right to ask any questions which may arise from the review of the second set of RAls.

Regarding the " Final Commitments" we note that the seven items were stated appropriately.

Also, because the measurea data and " Uncertainty Assessment..." documents from the B & W Owners Group cavity dosimetry experiment consists of proprietary measurements, it will be acceptable to mark the cover page as proprietary and the whole document will be treated as proprietary, in accordance with 10 CFR 2.790, an affidavit should accompany the documents stating that the documents are considered proprietary by FTI. We will return the documents to you when our review is complete.

We hope that the staffs understanding as described above reflects your understanding of the results of the August fifth and sixth meeting.
