Gentlemen:
This refers to the special safety inspection conducted by Ms. Peggy R. Rescheske
of this office on July 11 through September 6,1988, of activities at the Big
Rock Point Nuclear Plant, authorized by NRC Operating License No OPR-06, and
to the discussion of our findings with Mr. T. W Elward and others of your
staff at the conclusion of the inspection.

The inspection focused on the problems encountered with the Wide Rar.ge
Monitors during the plant startup frem the 1988 refueling outage, and the
resultant LER which documented the event. Other issues were also examined
,
during the course of the inspection.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as described in the enclosed Notice.
The inspection
,
showed that actions had oeen taken to correct the identified violation
'
and to prevent recurrence.
Our understanding of your corrective actions is
described in Paragraph 2 of the enclosed inspection report. Consequently,
no reply to the violation is required and we have no further questions
regarding this matter at this time.
In a*,cordance with 10 CFR 2.790 of the C
nission's regulations, a copy of
this letter and the enclosures will be p..ced in the NRC Public Document Room.
