Gentlemen:

This refers to the inspection conducted by W. D. Johnson and R. C. Haag of this

office during the period March 28 through April 30, 1988, of activities

authorized by NRC Operating Licer.ses OPR-51 and NPF-6 for Arkansas Nuclear One,

Units 1 and 2, and to the discussion of our findings with Mr. S. M. Quennoz and

other members of your staff at the conclusion of the inspection.

Areas examined during the inspection included operational safety verification,

maintenance, surveillance, complex surveillance, followup on previously

identified items, and followup on an allegation. Within these areas, the

inspection consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the inspectors. The

findings are documented in the enclosed inspection report.

Within the scope of the inspection, no violations were identified.

During this inspection, it was found that certain of your activities appeared

to deviate from a written commitment made to the NRC. This item and reference

to the commitment are identified in the enclosed Notice of Deviation. You are

requested to respond to this deviation in writing. Your response should be

based on the specifics contained in the Notice of Deviation enclosed with this

letter.

We have also examined actions you have taken with .aegard to previously

identified inspection findings. The status of these items is identified in

Paragrapn 2 of the enclosed report.

The response requested by this letter and the accompanying Notice is not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
