Gentlemen:

SUBJECT: NRC INSPECTION REPORT NOS. 50-325/88-19 AND 50-324/88-19

This refers to the Nuclear Regulatory Commission (NRC) Operational Performance

Assessment (OPA) conducted by B. Breslau and team on June 27 - July 1 and

July 11-15, 1988.

The inspection included a review of activities authorized

for your Brunswick facility. At the conclusion of the inspection, the findings

were discussed with those members of your staff identified in the enclosed

inspection report.

The OPA was a performance based team assessment which identified significant

operational strengths and weaknesses, rather than a compliance oriented

inspection.

The inspe. tion included an evaluation of the effectiveness of

various plant groups including Operations, Maintenance, Quality Assurance,

Engineering, and Training, in supporting safe plant operations.

Particular

attention was directed to assessing management awareness of, involvement in,

and support of safe plant operations. A number of strengths and areas needing

improvement were identified in your programs and are discussed in the enclosed

report.

We direct your attention to those areas identified as weaknesses during the

inspection. The more significant areas where improvements were needed included

improving accuracy and adequacy of status information presented in meetings;

improving direct involvement of management in the resolution of identified

deficiencies; and improving management's personal involvement in plant activi-

ties.

We encourage prompt management attention to these areas.

We also

support your actions to improve areas previously targeted by you for enhance-

ment and encourage aggressive implementation of these improvements.

In accordance with Section 2.700 of the NRC's "Rules of Practice," Part 2

Title 10, Code of Federal Regulations, a copy of this lecter and its enclosure

will be placed in the NRC Public Document Room.
