Dear Mr. Denton:
As a supplement to my letter of February 12, 1986 regarding the extension of time for the Engineered Safety Features surveillances attached is an additional Technical Specification change.
Technical Specification Surveillance Requirement 4.6.5.9 requires an inspection of the divider barrier seal at least once per 18 months during shutdown. The next surveillance is due to be performed no later than May 7, 1986. The first refueling outage for Catawba Unit 1 is anticipated to start in mid-August 1986. Therefore an extension of about 3 1/2 months is needed in order to allow the unit to continue operation.
Given the short extension time plus the fact that the divider barrier seal is a passive component, significant degradation of the seal would not be expected. Therefore, granting the extension would not significantly reduce a margin of safety associated with the operation of the plant. There will be no modifications to plant systems or operations, therefore this amendment would not involve an increase in the probability or consequences of a previously evaluated accident, and it would not create the possibility of a new or different kind of accident previously evaluated.
