SRO LICENSE ON BVPS UNIT NO. 1 FOR MR. DAVID HELD On August 25, 1988, the presiding Administrative Judge issued a Memorandum and Final Order in the Matter of David W. Held relating to Mr. Held's examination for an Senior Reactor Operator License for Beaver Valley Nuclear Power Station Unit 1.
Mr. Held is currently a licensed Senior Reactor Operator (SRO) on Beaver Valley Unit 2.
The Memorandum and Final Order found that Mr. Held passed the simulator portion of his examination for Senior Reactor Operator for Beaver Valley Unit 1.
The Memorandum and Final Order authorized the Director of Nuclear Reactor Regulation to issue an SRO license to Mr. Held for Beaver Valley Unit 1 upon a finding by the Director that Mr. Held has met all other applicable requirerents in 10 CFR Part 55. The Meraorandum and Final Order also directed the NRC staff to convey to Duquesne Light Company the Presiding Judge's request that Duquesne submit in writing to the Director of NRR any clarification that it consider appropriate concerning whether it has any current or anticipated need to use Mr. Held as an SR0 on Beaver Valley Unit 1.
In this connection there are a number of matters that need clarification by the Duquesne Light Company.
In a letter dated November 12, 1987 (ND3VPN:5719), from Mr. Sieber Duquesne Light withdrew its facility certification that accompanied Mr. Held's apalication for an SRO license for Beaver Valley Unit 1.
By letter dated Novem)er 28,1987(ND3VPN:5233),from Mr. Sieber, Duquesne Light alto indicated that it is not pursuing dual licenses for the two units at the Beaver Valley Nuclear Power Station and is r.ot currently conducting a Unit I requalification training for dual licensed personnel.
In light of the foregoing, within 35 days from receipt of this letler, please provide the following clarification concerning Mr. Held's status:

is your expected schedule for such resubmission? In such resubmission we would expect you to address Mr. Held's current qualification to act as SR0 on Beaver Valley Unit 1, including such matters as arrangements for participation in Unit I requalification training under 10 CFR 55.53(h).
- 2) If you intend to submit a certification of need for Mr. Held's services as an SRO on Beaver Valley Unit 1, does this amount to a withdrawal of need for his services as an SRO on Beaver Valley Unit 2.
If your answer is that this would not constitute a withdrawal of need for his services as SRO on Unit 2, please explain the need for his services on both units in light of your staterents that you do not have a program for dual licensing. Also please subndt a description of your program for requalification training for both units.
